In his 1944 Christmas message Pius XII says:
“Democracy, taken in the broad sense, admits of various forms, and can be realized in monarchies as well as in republics….
“The democratic state, be it monarchical or republican, should, like any form of government, be entrusted with the power to command with real and effective authority.”
